Dr. P.K. Mishra

CHAIRMAN

     Dr. P.K. Mishra - till recently (31 August 2008) Secretary to Government of India in the Ministry of Agriculture (Department of Agriculture & Cooperation), and at present Chairman, Gujarat Electricity Regulatory Commission - has, as a member of the Indian Administrative Service, varied work experience (holding senior positions) in field organizations as well as at the policy-making levels of the government. Some important assignments are: District Development Officer, Kutch (Gujarat); Deputy Commissioner, Rehabilitation, Rengali Multipurpose Project (Orissa); District Magistrate, Mehsana (Gujarat); Secretary to Government of Gujarat in the Departments of Rural Development, Agriculture, Cooperation and Revenue; Member (Finance), Gujarat Electricity Board; Managing Director, Gujarat State Electricity Corporation; CEO, Gujarat State Disaster Management Authority; Principal Secretary to Chief Minister, Gujarat; Member Secretary, National Capital Region Planning Board; and Secretary, National Disaster Management Authority.

      Dr. Mishra functioned during 2001-2004 as Chief Executive Officer of the Gujarat State Disaster Management Authority (GSDMA) created after the Kutch earthquake of 26 January 2001.  He played a crucial role in shaping the GSDMA into a vibrant, dynamic and innovative organization, which received a number of prestigious international awards for outstanding work in disaster recovery and management. 

     He published a book entitled The Kutch Earthquake 2001:  Recollections, Lessons and Insights in 2005.  He has also written a book entitled Agricultural Risk Insurance and Income published from UK in 1996.  He has edited a book on Agricultural Insurance for the Asian Productivity Organization, Tokyo.  He has published a number of papers in national and international journals, and has been invited to many international conferences as resource person and to present papers.

      He has a Ph.D in Economics/Development Studies from the University of Sussex, UK. He had also received an MA degree in development economics at the University of Sussex in 1990, when his academic performance was rated outstanding by the university. In 1972 he got an MA degree in economics with a first class at the Delhi School of Economics.

Shri K.P. Gupta

Member (Finance)

Shri K.P. Gupta holds a Degree in Electrical Engineering with post graduation in Business Management, Project and Management Development as well as Public Administration.  

Shri Gupta has a long experience of over 38 years in Industry and Government in the areas of Project Appraisal, Infrastructure Pricing, Industrial Development and Regulation. After working for a long spell in the Bureau of Industrial Costs and Prices (now known as Tariff Commission), a short stint with the World Bank and six years in the Central Electricity Authority as Chief Engineer (Financial & Commercial Appraisal), Shri Gupta joined GERC in February, 2004 as Member (Finance).  

Shri Gupta has been associated with costing and pricing of a wide range of products and services including industrial machinery, shipbuilding, non ferrous metals, integrated steel plants, Telecom/Power Tariff etc. He has been one of the pioneers in evolving the concept of Availability Based Tariff for the power sector.    While in the CEA, Shri Gupta played a prominent role in the addition of capacity in the power sector.  His main areas of interest have been financing and Tariff of power projects. His group has been instrumental in suggesting a reduction of Rs. 25 billion in Financing Costs of Power Projects which he has appraised. He was also closely associated with the process of reforms in the power sector as well as matters relating to arbitration, dispute resolution and framing of regulations.

In 1991, Shri K.P.Gupta participated in a World Bank Mission for appraisal of Tianjin Industrial Development Project in China . In the same year, he was invited for project appraisal  by the University of North Carolina , USA . He has presented more than a dozen papers and chaired sessions at seminars/symposia on power sector issues. He had also been on many expert committees on administrative, financial and commercial matters in the power sector. During his education and work, Shri Gupta has travelled to US, Europe and South East Asian Countries.

Dr. Man Mohan

Member (Technical)

He has done Ph.D from I.I.T., New Delhi in the year 2007 in the areas of real time monitoring system for Power Plant Performance.

He joined GERC in March 2004 as Member (Tech). Before this he was with  Central Electricity Authority (CEA), Badarpur Thermal Power Plant (BTPS), NTPC and Electricity Department of Government of Libiya. He has various postings and     opportunities which enabled him to acquire wide and varied experience in   techno-economic, commercial, legal and administrative fields related to Power Sector in its entirety viz. generation as well as power system.  

He has  25 years experience in Thermal Power Plants  - Operation & Maintenance of Badarpur TPS, O&M of Gas Power Station at Benghazi, Libya, Renovation & Modernization (R&M) and residual life assessment (RLA) studies of power stations in India and their techno-economic evaluation, Planning and allocation of Coal/Fuel Oil/Spares to power plants in India and finalizing of annual generation targets for power plants followed by their performance monitoring on all India basis and Introduction of State of Art, Availability based performance monitoring and predictive maintenance systems for power plants.  

He has 7.5 years work experience in Power System such as computer based system planning and designs studies comprising of load flow, stability & short circuit studies to develop regional grids, techno-economic appraisal of transmission lines, processing of international bidding and procurement of 400 KV sub-station equipment for NTPC., scrutiny (TEC) of SCADA schemes.  

He has experience in Legal & Commercial matters of power sector. Scrutiny of scrutiny of power projects – both generation and transmission from legal angle; legal aspects of PPA and areas related to interpretation of Company Law, Electricity Act, Arbitration Act, Excise and Sales Act.

Shri P.S.Shah

Shri P.S.Shah belongs to 1988 batch of Indian Administrative Service. He was born at Idar (Sabarkantha District) in Gujarat . He did his graduation in Commerce with Advanced Accountancy as main subject. He has also done his post-graduation (M.Com.) in Cost Accountancy from Gujarat University . Later on, he has done his Bachelor of Law (Special) from the Gujarat University in 1973. Shri Shah holds the Diploma in Cooperative Education and also holds the Award of Government Diploma in Cooperation and Accountancy. He did his Post-Graduate Diploma in Cooperative Studies with Finance and Accountancy from Logborough University of Technology, UK in 1987.

He has worked as District/ Dy.Registrar of Cooperative Societies, Joint Registrar of Cooperative Societies (Banking and Finance) in the Cooperation Department of the State. He has also worked as Joint Commissioner of Industries and General Manager -District Industries Centre, Rajkot . On induction in the IAS cadre, he did his field assignment as District Development Officer in Gandhinagar and Jamnagar  (1998-99)and as Collector and District Magistrate in Surendranagar (1999-2000) and Patan Districts. He worked as Joint Secretary, Forest & Environment Deptt., Director – Social Welfare, Gujarat State , Gandhinagar and Deputy joint Secretary (Rehabilitation – Narmada ). He was posted as Additional Secretary (Law & Order), Home Department during 2001-2002. He was Registrar of Cooperative Societies, Gujarat State during 2003-2004. On elevation in the super-time scale of IAS cadre, he was posted as Commissioner of Cottage and Rural Industries, Gandhinagar before he is posted as Secretary, GERC in September, 2004.

Shri Shah has got varied experience as Chairman, District Cooperative Bank, Chairman, Gujarat State Khadi Gramodhyog Board and President, Gujarat State Cooperative Tribunal during his career.
