Dr. P.K. Mishra, at present Chairman, Gujarat Electricity Regularity Commission, has, as a former member of the Indian Administrative Service, varied work experience (holding senior positions) in field organizations as well as at the policy-making levels of the government.
Some important assignments are: Assistant Collector, Tharad and Palanpur; District Development Officer, Kutch (Gujarat); Deputy Commissioner, Rehabilitation, Rengali Multipurpose Project (Orissa); District Magistrate, Mehsana (Gujarat); Secretary to Government of Gujarat in the Departments of Rural Development, Agriculture, Cooperation and Revenue; Member (Finance), Gujarat Electricity Board; Managing Director, Gujarat State Electricity Corporation; CEO, Gujarat State Disaster Management Authority; Principal Secretary to Chief Minister, Gujarat; Member Secretary, National Capital Region Planning Board; Secretary, National Disaster Management Authority; and Secretary to Government of India in the Ministry of Agriculture (Department of Agriculture & Cooperation)
As Union Agriculture Secretary during 2006-08 Dr. Mishra was actively involved in path-breaking national initiatives such as the National Agriculture Development Programme (RKVY) and the National Food Security Mission (NFSM). During this period production of foodgrains reached record levels and there was substantial increase in the agricultural GDP. He functioned during 2001-2004 as Chief Executive Officer of the Gujarat State Disaster Management Authority (GSDMA) created after the Kutch earthquake of 26 January 2001. He played a crucial role in shaping the GSDMA into a vibrant, dynamic and innovative organization, which received a number of prestigious international awards – including those of the United Nations, and the Commonwealth Association for Public Administration and management (CAPAM) - for outstanding work in disaster recovery and management.
As Member (Finance), Gujarat Electricity Board during 1994-98, some of the important activities were mobilization of resources, monitoring power supply to high-voltage industrial consumers, tariff matters, negotiations of several Power Purchase Agreements and restructuring of the of the power sector including the State Electricity Board. During this period and till April 2000 he functioned as Managing Director of the Gujarat State Electricity Corporation Ltd., which set up new power projects. The work involved international competitive bidding and mobilizing substantial institutional finance from IDBI, IFCI, PFC and commercial banks.
He published a book entitled The Kutch Earthquake 2001: Recollections, Lessons and Insights in 2005. He has also written a book entitled Agricultural Risk Insurance and Income published from UK in 1996. He has edited a book on Agricultural Insurance for the Asian Productivity Organization, Tokyo. He has published a number of papers in national and international journals, and has been invited to many international conferences as resource person and to present papers.
He has a Ph.D in Economics/Development Studies from the University of Sussex, UK. He had also received an MA degree in development economics at the University of Sussex in 1990, when his academic performance was rated outstanding by the university. In 1972 he got an MA degree in economics with a first class at the Delhi School of Economics. |
